It is permanently gone.
Therefore, the only remaining possibilities are two:
The first possibility is that photos or messages may occasionally reside in a temporary trash folder or “recently deleted” items. Please check the “recently deleted” messages or photos within the camera roll section. I believe they remain there for approximately 30 days, although this duration may vary, to allow for undeletion or restoration. Thus, if you are fortunate, the items may still be present and not truly deleted. A majority of our clients contact us because they have already emptied this section; I sincerely hope this is not your situation.
The other option is to visit iCloud.com and verify if the photos or information you are seeking are still located there. As a last resort, consider checking if you have ever created a local backup to your computer using iTunes. This is a somewhat dated method, often associated with software updates performed via a cable connection to a computer, but these are all potential avenues to explore.
